You can create a crosswalk for transforming one metadata format to another. These crosswalks can be used during ingest or dissemination. I don't have much experience with using crosswalks with package import/export (where you may have to write some Java code), but I know it's easy enough to do the transformation between XML-based formats using the new OAI in DSpace 3.0, where the crosswalk is an XSL template (OAI crosswalks are for dissemination only).
