I think what _might_ be happening here is that you're confusing item id with the handle postfix (number after the slash). In DSpace, every object has an ID (the ID of it's database row) and that's what goes into the first column of the CSV. You really have no way of seeing that from the web interfaces. The second thing items have is a handle, which consists of the institution prefix and a sequenial number, however this number is not the item id. There is an easy way for you to find out what's wrong. Just use the batch metadata editor to export the contents of your repository and compare the IDs you put in with those in the exported file. If they mismatch, you found your problem.
