Well, media-filter is what's creating the thumbnails and it should normally be run as a scheduled task, e.g. nightly. Maybe the problem is just that someone forgot to schedule it during the upgrade. In case that's true, also check for other missing scheduled tasks (statistics generation, sending notification emails etc).
