According to how I read the code, it shouldn't be so: 1) An iterator is used 2) Only a fixed number of items is displayed (hardcoded to 50) 3) This should really return only in_archive items, not unfinished submissions: https://github.com/DSpace/DSpace/blob/dspace-3.1/dspace-api/src/main/java/org/dspace/content/Item.java#L258 That said, I didn't actually run the code, so you're probably right for some weird reason. If you don't need it, just blank the method.
