Furthermore, you need to clarify what this "template" should contain (no, there's nothing in DSpace called templates) - item metadata, bitstreams or resource policies (access restrictions)? If you didn't mean applying a template to existing items, but to newly submitted items, you should know that they inherit the current access restrictions of their parent collection, so simply change that.
