I'm not sure I understood completely. By "apply item template to
collections" I understand applying it to all existing items in those
collections, is that correct? Furthermore, you need to clarify what
this "template" should contain (no, there's nothing in DSpace called
templates) - item metadata, bitstreams or resource policies (access
restrictions)?

If it's item metadata, then I recommend you to use Batch Metadata Editor:

If you simply need to modify resource policies, e.g. for all items or
bitstreams, use the process I mentioned in another email today:

If you need anything else, please clarify.

If you didn't mean applying a template to existing items, but to newly
submitted items, you should know that they inherit the current access
restrictions of their parent collection, so simply change that.
