Essentially the file given to your repository by the submitter/producer is
the SIP (submission), and probably does not contain descriptive metadata in
the PDF file headers. Your user story is that you would like the DIP
(dissemination) to the end user to get additional metadata stuffed into the
PDF file headers.

At my institution, Ohio State University, we've built an interceptor for
PDF bitstreams that makes them go through a magic process where we do
exactly this. We additionally are creating a cover page (citation) that
says where they found this document, how to cite it, and some descriptive
metadata.

You could choose to do this via some type of curation task, but we have
decided that we don't want to alter the AIP (archive), so we render the
disseminator on the fly per end user hit.

I'd love to point you to a write up of how we do it, but it's still in our
internal documentation.
