It refers to the workspace_item_id column in the workspaceitem table. You should be able to move the submission to the new eperson by following the link (via item_id) to the item table, which has a submitter column that's a foreign key to the eperson id. I just noticed that there's also a table called epersongroup2workspaceitem but I don't know what it does. As usual when hacking the database directly, make a backup of your database before you try it and do it on a non-production environment first.
