Hello Jose,

I think that was used by the old pre 3.0 OAI implementation.
Haven't really used xoai in production yet, but there is a filter which 
is used e.g. for the driver format
<!-- Open Access (Downloadable) -->
<Filter refid="bitstreamaccessFilter"/>
which seems to be what you are searching for.
