Hello, the error means that the group with eperson_group_id = 1 (the Administrator group) wasn't found in the eperson_group table. This shouldn't happen if you follow the installation instructions. Is there anything you did manually to the database? Were there any errors loading the database schema during the ant fresh_install step?
I recommend you to drop the database tables and do the ant fresh_install step again.
