Without details of the capacity of DSpace or the handle server to serve up
millions of handles, I would say, yes it is possible.
DSpace has the ability to use several asset stores.
Another potential bottleneck may be the capacity of the SOLR server to
index all the items.
I am also fairly sure that the PostgreSQL DB could handle millions of items.
The two constraints, in my opinion, are the scale of the item id
"sequences" available and asset storage.
