It's so easy that it's probably not even documented.

1) log in as site administrator
2) go to Administrative - Registries - Metadata
3) fill in Namespace (arbitrary URL) and Name ("iit"), click "Add new
schema"
4) open the newly added schema
5) into "Field Name:" type your element and qualifier and click "Add new
metadata field"
