As per your instruction I tried, but experienced the following error.

[dspace@CENTRAL-LIBRARY root]$ cd /dspace-3.1-src-release/dspace
[dspace@CENTRAL-LIBRARY dspace]$ mvn -s
opt/apache-maven-3.0.5/conf/settings.xml package
[ERROR] Error executing Maven.
[ERROR] The specified user settings file does not exist:
/dspace-3.1-src-release/dspace/opt/apache-maven-3.0.5/conf/settings.xml
[dspace@CENTRAL-LIBRARY dspace]$
