It seems with DSpace version 3 there are now tow places to define these
config parameters which can cause confusion.
Perhaps when a config database is used then things will get better.
In my opinion, all DSpace needs to know are the database connection
parameters, then from there all other configs can be stored, just like with
other LAMP stack webapps.
