Yes, in DSpace 1.82/JSPUI, under the Admin (Edit) display of the item, I can 
see:
"license_url" bitstream (org.dspace.license.CreativeCommons)
"license_text" bitstream (org.dspace.license.CreativeCommons)
"license_rdf" bitstream (org.dspace.license.CreativeCommons)

But the metadata elements: dc.rights and dc.rights.uri do not appear.

You are right, the behaviour of JSPUI seems to differ from XMLUI. I tried it by 
submitting a new item from JSPUI here:

http://demo.dspace.org/jspui/handle/10673/11?mode=full&submit_simple=Show+full+item+record

Can you please specify the *exact* text? There doesn't seem to be anything like 
this is the DSpace messages file or the source.
