Hello, Login using your administrator account, then navigate to the collection in question and click 'Edit Collection' right under the 'Context' panel. Click the 'Assign Roles' tab... there should be a link right at the bottom called 'Edit authorization policies directly'; from there, you can add and remove policies associated to the collection in question.
DSpace will 'politely' notify anyone without credentials that collection is inaccessible. Hope this helps.
