No, there must be something you misunderstood. It's true that collection permissions apply only to new items. However, the wildcard policy admin tools is able to change access policies on all exising items or bitstreams in a specified collection. So I think you can use it. It's safer than SQL. But let us know if you still think it doesn't do what you want.
