The error is actually for the CENTRAL-LIBRARY hostname, not localhost* or
nmbor.iitg.ernet.in.

You have 2 options:

a) Make sure this resolves to an IP address
a.1) either by adding it to the hosts file
a.2) or by adding a proper DNS record for it reachable within your "search"
domain as defined in /etc/resolv.conf.
In any case, verify that it resolves correctly by running the "host
CENTRAL-LIBRARY" command.

b) replace the reference to CENTRAL-LIBRARY in DSpace configuration, either
with a fully qualified domain name (preferable) or an IP address or remove
it completely if not needed.
