It's not a command, it's a URL. You can either write it in your
browser (assuming you have access, see the first chapters about
localhost restriction) or you can download it from command line using
wget or curl like this:
wget "http://localhost:8080/solr/statistics/select?q=*:*&rows=10&start=0&wt=csv";
curl -s 
"http://localhost:8080/solr/statistics/select?q=*:*&rows=10&start=0&wt=csv";
