In DSpace 1.8 this error was most often (not always, though) caused by OAI server under load exhausting the DB connection pool. Restarting Tomcat is a very temporary relief. I suggest you migrate to DSpace 3.0 where there's a new OAI module which doesn't suffer from this problem, or use this new module as an addon with your DSpace 1.8 [1] instead of the old OAI module.
