I needed to completely rebuild DSpace and cleaned out everything and 
started from scratch (with new versions of Java, Apache- Ant, Maven and 
Tomcat), DSpace 3.2 (not ready to upgrade to 4 yet).

Somehow I got a "blank" collection (2) and the collection I wanted (3). 
I don't want 3, I want 2. There's nothing in the data base as yet.

Will fresh_install delete the data base and rebuild it or do I need to 
drop that data base and start from there?

I just want to come up clean without dealing with editing every CSV file 
to change the collection ID from 3 to 2 (or whatever) so I can do a 
clean load on this and three other servers with the same collection ID. 
You know, I want them identical so I don't have fiddle with things going 
from one to the next.
