Hi Al,

this looks like an encoding problem. There are two things you can verify:
- Is character encoding correctly configured for your Tomcat? You can also
verify this by submitting an item with arabian metadata, and see whether
those characters are rendered correctly.

- it could be that your messages file is not in a character encoding that
Tomcat/DSpace understands. Can you confirm that your messages file is UTF-8
encoded?
