Hi Bill, Anonymous users can "subscribe" via an RSS feed (as all Collections/Communities have their own public RSS feeds).
However, anonymous users cannot subscribe for email notifications. You must first register with DSpace / create an account (which also verifies your email address) in order to subscribe for email updates. This is the way it has always been (as far as I can recall). To allow anonymous users to subscribe to email updates is actually potentially problematic (unless you first have a step which first verifies their email address). We obviously would not want an anonymous user signing others up for notifications, or going in and signing up a mailing list for notifications (essentially "spamming" a list). There would need to be some form of validation that the person signing up for email notifications *owns* that email address. So, that's why it has been limited to persons who have a registered DSpace account.
