I have already enabled the browseArtifacts and discovery aspects @ xmlui.xconf 
and add  options.addList("browse"); below options.addList("discovery"); on the  
file 
https://github.com/DSpace/DSpace/blob/dspace-3.1/dspace-xmlui/src/main/java/org/dspace/app/xmlui/aspect/discovery/Navigation.java#L123
and put inside 
......./dspace/modules/xmlui/src/main/java/org/dspace/app/xmlui/aspect/discovery
 for redeployment but I couldn’t get any change
 
I want discovery to be on the top!

That depends on whats in your xmlui.xconf. If you have enabled Discovery, you 
should have the browseArtifacts and discovery aspects enabled. The ordering is 
in discovery/Navigation.java. It's simple to change it, but you'll have to 
remember to do so every time you upgrade.
