In the first screenshot (command shell),
a) either define full path to the psql command (something like "c:\Program
Files\Postgres\psql.exe")
b) or add the full path to the psql command ("c:\Program Files\Postgres\")
to your PATH environment variable.
OR
c) In the second screenshot (psql shell)
dspace=> \i c:\something\something\database_schema_3-4.sql
