I just ingested (in batch) a collection on a new server running DSpace 4.0.  I 
noticed the following anomaly:

The Dublin Core has "URI:  http://dhl.handle.net/1989";

Yet, the message link at the top of the item has:  "Please use this identifier 
to cite or link to this item:  http://dhl.handle.net/1989.1/87";.

I checked my other servers, and this does appear this way at all.  I've checked 
the dspace.cfg file and it looks correct.

I also ingested test data manually and got the same results.

Any ideas on the fix to this or ideas?

This handle server is not up and running with CNRI.  It will when the server is 
put into project service.
