I have noticed that if I update a bitstream metadata, say it's description, a new Anonymous right to READ the bitstream is given. This seems like a bug. The way I came to find out about this is with a particular item that had a group assigned to READ the bitsream. When I updated the description of the bitsream, the bitstream showed the group I had assigned it for READ and Anonymous.
