We saw a similar issue with our 3.2 upgrade. We corrected it by ensuring that
both the user and group of the user that owned the [dspace]/solr files was the
user that tomcat was running as (in our case dspace:dspace). Until we did this
apparently tomcat was unable to write to something in the the [dspace]/solr
directory structure. This was an Ubuntu 12.04 system and we set the tomcat
user and group in /etc/default/tomcat6.
