The command your looking for needs the full path, thus:
/dspace/bin/dspace create-administrator
Some shorthand that you'll find in the documentation is:
[dspace] which is the installed-dspace directory, typically: /dspace
[dspace-source] which is the source code you download from
GitHub/SourceForge, it can be anywhere, I'm guessing reasonable choices
might be: /opt/DSpace, /Users/yourName/Projects/DSpace, or /dspace-source
The create-administrator wants you to type:
[dspace]/bin/dspace create-administrator
If [dspace] equals /dspace, then it becomes: /dspace/bin/dspace
create-administrator
