We'll need more information to be able to help you (dspace.log errors, UI:
JSPUI or XMLUI, version of DSpace, is this a new instance of DSpace or one
that was working fine before). So, check this troubleshooting section, on
how to check your logs. Likely there should be a more detailed error
message that gives a reason for the error, or a stack trace.

If I had to guess, maybe your email settings aren't correct. If you don't
figure it out through the troubleshooting guide above, then also try:

/dspace/bin/dspace test-email
