Just an FYI, we do have a ticket opened for updating DSpace to use 4.0 
Creative Commons Licenses. I've added a link to this email into the 
comments of that ticket:

Unfortunately at this time this ticket is still waiting for a volunteer 
developer to "claim it" or send us a fix.  DSpace is primarily developed 
and supported by community volunteers (even all the Committers are 
volunteers). So, when it comes to fixes and features, we are reliant on 
locating a volunteer to make it happen.

If you (or anyone else) are highly interested in seeing DSpace support 
4.0 CC Licenses, please consider volunteering a developer to investigate 
how to fix this, and/or send us a patch or GitHub pull request. My guess 
would be that the existing code likely just needs to be updated to use 
the new CC API (but that's just a guess).
