Hi Patrick, If submission to your DSpace requires the item to enter a workflow, then you could ensure that your repo-manager is a group member of all workflow steps. (Probably best to make a group called repo-staff, and has several eperson's as members (including your repo-admin), and mapping that group to the workflows. This I think allows your repo-manager to get emails, they'll sound more like "A new task is waiting for you".
But, in general, I was thinking that the workflow system could use some improvements, in terms of notifications, and the ability to manage workflow when people are added/leave the repository. i.e. this queue of workflow tasks belongs to X user, now we need to allow Y user to review them. Or Super user should be allowed to see all workflow-process items at once, without having to be assigned to each step (they are super). Another thing that is possible, is the "subscribe" feature in DSpace. A user can subscribe to specific collections to find out when new items have been approved. (One typical use case for subscribe was to have an advisor in a department know when a student's thesis had been approved).
