A quick skim of changes between 4.1 and 4.2 doesn't suggest any changes in this area. Perhaps this is a configuration issue. Does any error get written to dspace.log when you open/reload that page? What about catalina.out? This could be even be an error in your messages_XX.xml file. Try running xmllint on that file.
