Hello Martyns,

the rights for an item are derived from the settings of the collection 
the item is published in, these are:

DEFAULT_ITEM_READ
DEFAULT_BITSTREAM_READ

While you create a collection in the first Describe the Collection Step 
you will be asked
"New items should be publicly readable "
per default this is checked, so items and the bitstreams are readable by 
the group anonymous.

So now you got to do 2 things, a) change the policies of existing items 
which should be publically acessible and b) change the settings of 
collections for future correct policies.

a) In order to change the policies for existing items you can use the
"Advanced Policy Admin Tool".

b) To assure that newly added items get the right policies you got to 
change the authorization settings for the collections involved, setting
DEFAULT_BITSTREAM_READ  Anonymous       
DEFAULT_ITEM_READ       Anonymous
Thus new items and their bitstreams will be accessible.
