If they aren't providing access to the dspam quarantine WebUI, your only hope is for them to make the global change.

I agree, but I also think you should never ever produce any kind of invalid messages, except when testing how a system deals with invalid messages. Even if it's only for debugging you should still encode non-ASCII data in headers as ASCII strings.

I'm just a user; the only developer is Jonathan Zdziarski (who seems to be distracted with other things at the moment).
