Extending the current one to include that next hop thing or include all in the 
external lookup library? I think extending the current one to support that 
retrieval would be better (from a viewpoint of separation).

I personally see that functionality only useful when running DSPAM as a 
gateway. If running DSPAM inside or on top of another MTA, then I would say 
that the current setup (injecting back to the MTA) is enough, because if one 
wants fine granulated delivery then he can inject it back to his MTA and then 
from there do the delivery (after getting the message back from DSPAM) to 
different hosts.
