Actually all changes should come after 3.9.0. I know, I know. We have not followed that rule very stricktly. Actually I can not say "we" as it's me who has not followed that rule. The only real approved and allowed change is Hugos External Lookup module. All other changes/features should come after 3.9.0. I will probably go and remove again my OSB code for PValue since it's a change or better to say it is a new feature and it anyway is not ready for prime time.
