It's a decision from our Release Manager. WebUI changes will come after 3.9.0. 
Actually all changes should come after 3.9.0. I know, I know. We have not 
followed that rule very stricktly. Actually I can not say "we" as it's me who 
has not followed that rule. The only real approved and allowed change is Hugos 
External Lookup module. All other changes/features should come after 3.9.0. I 
will probably go and remove again my OSB code for PValue since it's a change or 
better to say it is a new feature and it anyway is not ready for prime time. I 
need to rework the whole PValue thing since OSB for PValue computes different 
(because of the weights) then the other.

The team behind DSPAM is currently under huge work load so that we have made 
the decision to not check in any code that is a new feature. This is just to 
make it easier to deploy new releases without having a huge task in looking 
what should go in and what not. I will however apply that small patch since I 
think fixing typos does not quallify for a real change. Okay?
