If you look at the current Ebuild -> http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/mail-filter/dspam/dspam-3.8.0-r15.ebuild?view=markup <- then you will see that the biggest part of it is for configuring DSPAM after installation. So in Gentoo land a lot of mail admins (well... in my eye an admin is more then just a user that happens to run something he/she is calling a 'server', but anyway... lets call those users for now admins) run DSPAM and have it configured with the help of the Ebuild. And when the update was from 3.6.8 to 3.8.0 the Ebuild managed all needed steps to make a painless migration/upgrade/whatever. I really don't understand why Debian is keeping this ancient version of DSPAM in their repository and not offering their user base a newer version? Anyway... if they want they can run whatever version they like. They can even run Linux Kernel 0.9 if they like. Whatever makes them happy is good. There are areas in IT where one should keep up2date because the problem the application is solving is so fast moving that you should move with your application too. DSPAM has the benefit of not being one of them since the real power of DSPAM comes from the data it processes and this is always up2date. However... 3.6.8 has many things that are better done in 3.8.0 (for example better tokenizers) and 3.9.0 is waaaay more stable then any older version of DSPAM. And 3.9.0 uses less memory and CPU to deliver better result and user experience.
