The bug and the fix have nothing to do with the "Could not bind to :24: Permission denied" issue. The problem in that bug was that the daemon did not exit with a non-zero exit code when an error (such as a permission denied) occurred. So yes, the patch is applied [1], but it does not help with your issue, which sounds like a configuration/setup problem. Please post your question, completed with background details such as configuration to the dspam-user mailing list.
