Quarantine does not use user.log hence no matter if it is there or not.
Make sure you have
UserLog on
in your dspam.conf
As for the quarantine, it is stored in an mbox file, hence if you see
the subject, I do not understand why you wouldn't see the body.
Can you check what contains this mbox file?
