When it comes to "wanting" then there are a lot of people. When it comes to 
"doing it" then people disappear. So far no one has commited serious time in 
starting to design or code a new PHP frontend. You should talk with Paul from 
the DSPAM project. He for sure would love to start a new (or to say it 
politically correct: enhanced) Web-UI.
