This would entirely depend on what is processing the forwarded mail. I have a dspam-retrain script and it was had from a howto loooong ago. I noticed that it stopped processing once it found one signature. It would be reacting the same way you describe. It would be trivial to make sure it goes over the entire message and processes each signature it finds.
