I've really got to hand it to Franz... offlist, we traded a few emails
and his suggestions prodded me to figure out the problem.
 - 1) I was for some reason, misinterpreting /usr/lib/sm.bin/smrsh as a
file, not a directory.
 - 2) When I migrated from RHEL to Ubuntu, I brought over and then
mangled FEATURE(`smrsh', `/usr/sbin/smrsh')dnl 

What we did to solve it was to replace that with:

FEATURE(`smrsh', `/usr/lib/sm.bin/smrsh ')dnl

I am really hoping no one else has this problem, but that if they do,
they find this post archived somewhere on the internet.

Again, I really appreciate your patience, and the kindness of Franz --
he really went way beyond helping.
