Sorry, forgot your issue in the meantime...

From your first post, I see you pass --deliver=innocent,spam option to
dspam. If you want the quarantine to work, you simply need
--deliver=innocent.

DSPAM then decides whether the messages classified as SPAM should be
quarantined or delivered according to the user's preferences.
