your dspam.conf is set to have every user in opt-out mode ("Opt out" in
dspam.conf) and the preferences you have set are doing the same as well
(Preference "optIn=off" and Preference "optOut=on").
To change that for all users on that system, just edit dspam.conf and
set:
Preference "optIn=on"
Preference "optOut=off"
Opt in
Restart DSPAM and test again.
