I don't remember how RABL server is keeping track of that spread. I remember about the creation of the empty files using the IP as file name but I can not remember how the counter/spread was implemented. Best IMHO would be if DSPAM could talk to the RABL server and let the server handle the logic. I personally would prefer if you can select which users are allowed to report to RABL server and which not. However.... RABL is death code. I have a local copy from the past but I don't think you can download it from an official web page.
