This is because you are filtering outgoing mail with dspam. If that's
intentional, you could solve it by disabling the notification sending
off globally, and then use preferences extension to re-enable it for
your 'local' users. The directive you're looking for, is 'notifications'.

If your intention never was to filter outgoing mail, then you'll
probably need to review your mta->dspam integration.
