Sorry my ignorance, but I don't understand this diggest plan and 3 dspam ports 
to send to.

if there is so many email accounts, it it pr user diggest in dspam ?, 
or domain based ?, maybe even global for all digest ? 

sure i know not all 70k users can agree what is spam and what is not, 
but imho it could be possible to ask them pr user what diggest plan thay 
want to use, it would be just 3 dspam ports to send to :=) 

and 3 dspam.conf, then the rest is in mta to solve content filter pr 
user based on there wanting 

this could help reduce your enormymous diggest generation, and that way 
make the server get more power to sort it out
