Just to let you know all that I have found the problem: I was overriding the
Preference "signatureLocation=headers"
in a separeate local.conf file but it looks like this doesn't work for the
Preference options. As such I modified this option directly in dspam.conf and
now it works.

and this returns nothing, so I am sure this user does not have any user defined
setting for the signatureLocation.

Check if the user has any settings done. User setting usually overrides
global settings.
