- smtp is port 25, which quite often never sees mail from local users, and in those cases neither will a filter on that service. - If you want mail from local users which is coming in on smtps-port and which is adressed to other local users to be filtered, then of course the filter needs to be put somewhere other than just on the mail that is submitted on port 25.
