Far too few details: I presume this is Postfix; if it is:

We use *_destination_recipient_limit = 1 for maildrop (we've already scanned the message with dspam daemon, which hands back to our last Postfix smtpd listener) and have had no problems with multi-recipient messages in years (Postfix 2.1 to Postfix 2.3).

You'll find confirmation in MAILDROP_README, where the reason for including this stanza is stated.

IMHO you should look for other reasons for recipients losing mail (I wouldn't know where to start without postconf -n and master.cf details, maybe the Postfix ML could help if you include these, as well as log details for messages that recipients claim they never received).
